Fail to load opvxa1200 module

Hi there,
I am trying to use zaptel-1.2.11 in a RedHat 4 ES (Pentium 4) machine.
after modified
/usr/src/zaptel-1.2.11/Makefile
/usr/src/zaptel-1.2.11/zaptel.sysconfig
(according to installation guide of A1200P)
# make clean; make install; make install-udev

then I tried to run the ./genzaptelconf.sh

then load module:
# modprobe opvxa1200
then it shows:

FATAL: Error running install command for opvxa1200
***

Can anybody give me a hint about where I did wrong...

Somehow after I run /etc/src/zaptel-1.2.11/make config
it now can successfully loaded, but no idea why...
