Problems with PRI goes down and won't go back up

I have a D210E card in an Elastix system. About once a week the T1/PRI goes down and no matter what I do I can't get it to go back up.

If I restart asterisk or reboot the box, asterisk sees the T1 go up, but then within 30 seconds it goes back down. I had a guy from the telephone company come out, and he plugged his equipment into the wall and verified that it's my system that is bad.

When I do a pri show spans, it looks like this:

PRI span 1/0: Provisioned, Down, Active

Sometimes after power cycling it 3 or 4 times the card eventually works right. Sometimes it takes hours and it clears on its own.

The box is behind a firewall and does not have internet access.

try use hardhdlc replace dchan in zaptel.conf first.

then try following:

1. let the card use non-shared irq
2. only 1 cpu handle the irq of the card, all other irq handled by other cpu
3. if using software echo canceller, close it.
