gsm span 1 provisioned down active

I recently purchased a G400E1 and i am trying to setup on the ltest elastic pabx. Elastic detects my hardware. however when i issue gsm show spans i get the following output
gsm span 1 provisioned down active

Why is it down and not active.

Thanks for the quick reply

I did follow that manual but I could not get it to work. I tried it twice even change the pice slots and reinstalled elastic. But no luck.
