vs-gw1600v2-4g can't access it with default address

Hello.
I have bought Openvox with 1 module(for 4 sim cards).
But after opening i can't access it with default address http://172.16.98.1/ and 255.255.0.0
I have tried to switch my pc to 172.16.99.1
I have tried to reset the device. Holding reset button for 6, 7 or more seconds doesn't work as well. Nothing helps.
Please help me.
