B100 PCI ISDN card no outgoing call

After the installation of the B100 ISDN card, incoming calls are OK, but can't operating the outgoing direction. I get a busy system voice prompt.
The outgoing rule with numbering plan is set, What can I do for resolve the problem?

The incoming calls via ISDN trunk are OK but the B100P and B100E cards don't possible to config for outgoing calls with Asterisk webgui. The outgoing calls operating if I put to the extension.conf the following rules:
<>#[email protected]{}<;>*ä

The rules is the following:
from-test
exten =>_X.,1,Dial(dahdi/g0/${EXTEN})
exten =>_X.,n,Hangup()

and in the extension webgui menu I choose the "from-test" instead of "from-internal".
Why don't possible to config with Asterisk webgui the B100 cards?
