Incompatibly D110E on Dell R210

I install a D110E on Dell R210, but E1 is up and down. No calls coming in or out.I suspect serious hardware incompatibly. I just bought two D110E and both of them show the same results.

This server has only one PCI-x slot, I can not move arround the card to change IRQ.

Any help? I hope I dont need to send them back to China...
