IPC110 Stoped bootup

Title says it. It just stopped loading for some reason. All three GPO LEDs are lit up all the time and I can not see BIOS on monitor.

Hi,
1. Please reinsert the memory and try boot it again.
2. Please close the jumper JP2(near the PCI slot) on the motherboard with a metal thing when the IPC110 is power on.

That does nothing. Something happens only once - LED 6 became dark and LED 11 lighted up, but next time everything returned to previus condition: three GPO LED are light and LED 11 flashes shortly after power-up.
