D110E and Red Alarm Problem

I installed a new D110E on a Dell Poweredge T110 box and installed Trixbox 1.8.0.4.

I removed the jumper on the card and configured for T1 PRI.

I am running this same configuration on another older server with a TE110p that I want to replace so I believe the configuration is correct. Everything works fine on the old box, but when I move the cable over to the new box, the blinking red alarm turns solid red and never goes to green.

I assume the cable should be correct since it currently works on the TE110p card. Am I dealing with a hardware or hardware compatibility problem. Any advice or assistance would be most appreciated.

One piece of additional information. I created a loopback cable and the card flashes red then green then back again in rapid succession. Don't know if this is much help or not.

I also noticed a typo in my original post. Trixbox is 2.8.0.4 not 1.8.0.4. Sorry for the confusion.

Are you suggesting that I return the D110E that I purchased in exchange? If so, can you direct me to the procedure for doing this? I am in the USA.
